Basic Law Enforcement Training Program

The mission of the BLE Training Program as mandated by South Carolina Law is to provide the officer candidate with the necessary knowledge, skills and abilities to perform the duties of a certified law enforcement officer in the state of South Carolina.  Basic Law Enforcement Training is currently nine weeks in duration. 

Admission into the BLE Training Program is governed by mandated standards to include:

  1. a satisfactory background check,

  2. possession of a South Carolina driver's license with no record of suspensions for certain offenses within the previous five year period,

  3. that the applicant be at least 21 years of age,

  4. and be employed as an officer with a city, county, or state law enforcement agency.

Limited Duty Basic Training 

The mission of the Limited Duty Training Program as mandated by South Carolina Law is to provide the officer candidate with the necessary knowledge, skills and abilities to perform limited duties of a certified law enforcement officer in the state of South Carolina.  The Limited Duty Basic Training consists of the Legal portion of the Basic Law Enforcement Training curriculum, and they must qualify in Firearms at their agency before Registration, and submit the Firearm & EVO Affidavit at registration.   

Admission into the Limited Duty Training Program is governed by mandated standards to include:

1.       a satisfactory background check,

2.       possession of a South Carolina driver's license with no record of suspensions for certain offenses within the previous five year period,

3.       that the applicant be at least 21 years of age,

4.       and be employed as an officer with a city, county, or state law enforcement agency. 

LIMITED DUTY (CLASS III) DATES:

Limited Duty Officers should be trained and certified within their first year of employment in that capacity.

Basic Jail Training Program

The mission of the Basic Jail Training Program as mandated by South Carolina law is to provide the officer candidate with the necessary knowledge, skills, and abilities to perform duties of the certified detention officer in the state of South Carolina.  Basic Jail Training is currently three weeks in duration.

Admission into the Basic Jail Training Program is governed by mandated standards to include:

  1. a satisfactory background check,

  2. possession of a South Carolina driver's license with no record of suspensions for certain offenses, within the previous five year period,

  3. that the applicant be at least 21 years of age,

  4. and be employed as a detention officer with a detention facility.

Special Basic Class 1
Training

Candidates who qualify for Special Basic Class 1 transition training fall into one of two categories. One category being a formerly Class 1 certified officer in South Carolina who has not held Class 1 certification for over one year and not more than three years. Another category is that of an out-of-state officer holding police officer certification in another state deemed equivalent to South Carolina Class 1 certification.   CJA policy states that out-of-state officers must be currently certifiable in that state or not have a break in service for more that three years.

In all cases, each candidate’s record must be presented for a CJA equivalency review. If equivalency is granted the candidate will be trained by the South Carolina employing agency using CJA prepared materials. Further, in most instances the employing agency will qualify the candidate in firearms and provide departmental EVO training.

Exceptions to the EVO requirement are a South Carolina officer having been originally certified prior to June 26, 1992, must receive the entire CJA basic training driver’s course. A second exception being an out-of-state officer’s record that does not clearly define the driver’s course attended in that candidate’s original certification training.

1.       Registration procedures remain unchanged.

2.       The Academy will provide all of the necessary training materials for the department to conduct the training.  Candidates must complete the training within 60 days of receiving the training materials.

3.   The candidates must qualify in Firearms at their agency before Registration, and submit the Firearm & EVO Affidavit at registration.   

Admission into the Special Basic Training Program is governed by mandated standards to include but not limited to:

  1. a satisfactory background check.
  2. possession of a South Carolina driver’s license with no record of suspension for certain offenses, within the previous five year period
  3. that the applicant be at least 21 years of age
  4. and be employed as an officer with a city, county or state law enforcement agency

When a candidate is confirmed, the Training Officer will be contacted by the CJA Instructional Standards and Support Section within 15 working days. NOTE: Training Officers are asked not to contact the CJA Instructional Standards and Support Section since no action can be taken until the list of approved candidates is received.

An Application for South Carolina Special Basic Training Implementation will be provided to the Training Officer when the list of approved candidates is received. The completed form may be faxed to 803-896-8746. Upon receipt of the form, the instructors’ credentials will be reviewed. Once the application is approved, the DVDs and manual will be sent to the Training Officer. The training must be completed within 60 days of receiving the training materials.

911 Telecommunications Training
Program

The mission of the Basic 911 Telecommunications Training Program is to provide the new dispatcher with an instructional program that is designed to expedite and maximize the safe and efficient public safety response to the emergency needs of the community.  911 Telecommunications Training is currently a 40 hour program. 

In order to be eligible for training and/or certification approved by the Law Enforcement Training Council and provided/accepted by the SCCJA Division of the Department of Public Safety, an applicant must:

  1. be a currently employed operator in the 911 system within the state of South Carolina,

  2. provide a copy of his/her birth certificate. (Must be at least 18 years of age)

  3. provide a copy of his/her high school diploma (or equivalent) 

  4. pass a criminal history check (NCIC and SCCH) showing no crimes carrying a sentence of more than one year,

NOTE: Sworn law enforcement officers and/or criminal justice personnel must meet state requirements for a law enforcement officer as set forth in the Training Act.

The above minimum standards are requirements for TRAINING only.  Employment standards and/or professional standards over and above these may be required by the employing entity and/or professional accrediting bodies.

Legislation requires agencies to reimburse the Academy for the cost of this training. The Academy has set the cost at $350.00. This tuition covers the costs of meals, dormitory rooms, student materials and instruction for the 5 day course.
